[Talk-ca] Data Quality and getting organised

I actually dug through the archives for the last three months before
posting.  It was going through them and the forum made me realise that
newcomers were asking the same questions, people were entering data of
a lower quality than one might like, I think even the word vandal had
been used, there was a desire to help but it wasn't clear how that
could be tapped.
