[Talk-ca] Accidental deletions in Victoria

Hi Apollinaris,

Please go ahead with a reversion of the changeset as the other edits I
did are minor and I can easily redo them.  I use JOSM not Potlatch and
at this stage I am not familiar with how JOSM would do reversions.
