[Talk-ca] Toporama licence confirmation

Hi all,
 
On behalf of NRCan, I confirm that OSM users are welcome to use the Toporama WMS services, including Atlas of Canada and the GeoGratis data within those services,  for derivation and / or inclusion in OpenStreetMap under the OpenStreetMap licenses and contributor terms.
