[Talk-ca] Bing mis-alignment at UBC

Just an FYI for anyone mapping at UBC - my measurements show that the bing
imagery is offset approximately 2m in the direction 150 degrees meaning
everything should be about 2m "north" of where you draw it based on bing,
where "north" follows the street direction.

I took the true position as canvec, which agrees with BC 1m orthos, and
other data sources.

This can be corrected with an offset with the JOSM imagery plugin of -2.5E-7
easting and 4.0E-7 northing

I confirmed this is approximately valid between Agronomy Road to Memorial
Road and Education Road almost to Wesbrook.
