[Talk-ca] CanVec Import

The situation you are describing is exactly what is currently being
done in 031G08, and I'm not too happy about it.

Features from CanVec have been modified since, and re-imported on top.
This has the consequence of destroying the many contributions done by
people around the area.

Personally, seing this makes contributing a complete non-sense for me.

The CanVec data is gold and I'm thrilled you and NRCan makes it all
possible. However people need to realize that they can take that data
and manually import it, making a decision along the way which features
are still accurate and which features were already mapped.

Anyhow... time to celebrate new year's eve ;)
