[Talk-ca] Errors importing NRN shapefiles

Hi Bob,

Can you try to add the option -W "latin1" ? (the -W needs to be uppercase)
This will take care of the encoding. Probably the default encoding is  
different from the one in the shapefile (which is always latin1).
