[Talk-ca] CANVEC data for Ottawa

and of course, use the mapnik wms overlay to easily see what is in osm
outside the working area.
use the toporama wms to get an idea of what the adjacent canvec.osm
files will look like.
use the geobase wms layer to see the nts tile #s and the geobase basin #'s.
i'll keep on working on the Canada wms layers wiki page to show more
screenviews.
i'll also include a screenview of what the google docs chart looks
like, as a thumbnail, for those who want to use the chart.
