[Talk-ca] Converted Stats Can Boundaries files.

For my area, I've asked one of the previous boundary mappers of the source
of info, it was cantopo (plus I got an OK to replace the data). It should
be good to ask other people who added boundaries.
Overall, I think boundaries are very different from other mapping, as those
are not "on-the-ground". If there's a consistent source of data, it should
be used preferentially to one-offs. We just don't have enough local people
to cover all the vast spaces in Canada.
