With both halfes of the building polygons loaded into osm, break apart
both polygons into ways, and remove both of the ways that are in the
middle of the polygon,
then merge the ways back into a closed polygon, it might require
reversing the direction of one of the ways.


this retains the geogetry and merges the 2 adjacent polygons into one.
