Imports must be compatible with ccbysa currently. They'll have to be
compatible with ODbL to be carried forward after the license upgrade.
This is covered in the import guidelines and the osm license pages as
well as by the imports mailing list.

Those who have imported data with getting explicit permission
regarding ODbL are expected to get that permission. The License
Working Group has drafted some template letters for those uncertain of
how to start the conversation. The LWG is also going through the
import catalogue, as you saw, and indicating which imports / licenses
are already okay, which data providers have already granted permission
and which ones need follow-up.
