Rendering order is, generally: landuse -> water -> natural=land.

natural=land is very old, and predates multipolygons by years. It used 
to be the only method to have islands appear in water, without cutting 
up the water as 2 'C' shaped areas.

These days, it's better to use multipolygons for the water, and have 
islands as inner rings.
