[Talk-ca] Canada boundary relation

Hi All,

It's a question we've all wanted to ask.  "How many Tim Hortons
locations are in Canada, according to OpenStreetMap?"  But without a
Canada polygon, we had to rely on deprecated is_in tags or subtracting
US Timmys from total Timmys and hoping that would be close enough.

Well, now we have a boundary relation for Canada, #1428125

And if you are running a minutely update, that relation has propagated
so you can now ask your local PostGIS server how many Tim Hortons are
in OSM in Canada, and you'll get the answer.  554.  SO we have a few
more to map!
