There are two ways to do this, the polite way which is to get hold of one of
the subsets of the planet files locally and work with that. Use a PC with
lots of memory and load up the local file, do the edits then upload the
changes. You may want to split Quebec up to do this. I'd recommend using
ecc memory or you may add it a few unwanted oddities.
The other way is to download into JOSM but don't download as a separate
layer so you merge downloads. There are limits on how much you can download
at a time but spread it out over a week or two and you should be able to
grab all Quebec locally. This method isn't kind to the OSM server to put it
mildly and it not recommended.
Having got the file locally you just do a search in JOSM for rcn_ref=1 then
add tags etc.
