I discovered a bunch of deletions (about 263) in downtown Calgary and
traced it back to this changeset:

I want to report this on the list and ask for help in reverting the deletions.

Contacting the author again seems unlikely to lead to a happy
resolution.  It would be reasonable to forward your report about this
editor to the Data Working Group with a request for reversion, and a
permanent block / removal against the account.  You can reach DWG at
