I keep having to remind myself that, in OpenStreetMap,
highway=unclassified has a special meaning.  Ordinarily, I would
expect "unclassified" to mean "we don't know enough abut this object."
 But in OSM, highway=unclassified means "this is a low importance road
and it is not exclusively residential".
