If you are willing to sign up for a free account at itoworld.com, you
can use their tool to analyze which users are making edits to osm in
certain parts of the world. Sign up for the OSM Mapper service, then
create an area for Edmonton, then run your analysis. You can view all
the users who have made edits to Edmonton, and sort them by number of
nodes/ways. The following link may work (or maybe it will only work
for my account):
http://www.itoworld.com/product/osm/map?colour=table&area=4286:4&show=users&sort=total-
The top 20 users for Edmonton area:
xixi

yoltia
AKC
ptrchpmn
Angus C
ianb
Carbon-14

woodpeck_fixbot
user_5365
xybot
aude
vreimer
mattropolis

Now you can use the OSM internal mailing system to try some outreach
to these people and see if they want to attend. Here's the template
email I used for our Vancouver July 2010 meetup:

>Open Street Map is having its first-ever Vancouver meeting in the afternoon of Tuesday, July 27th. I've noticed some of your edits around the area, and thought you might be interested in meeting the other editors you've probably noticed. This will be an informal meeting where you can learn more about mapping techniques and the imports that are happening around Vancouver, around BC, and around the country. If you can't make it in person, you can still participate by logging on to the #osm-ca IRC room and chat over the Internet with the attendees.

Maybe that will help out. I'm a little north of Edmonton, being in
Yellowknife right now myself. Hope the meeting is successful!
