[Talk-ca] British Columbia Regional District boundary data

Looking further into the boundary data, it appears that on parts of RD boundaries at sea that don't use the "stair step" pattern, a line 4.8 km or 3 miles away from the coast is used.  Is there an easy tool available to generate that 4.8 km range?
