What you might want to do is download OSM's boundary data in JOSM and edit the coordinates manually, setting some of the nodes to the IBC's stated coordinates and taking superfluous nodes out.  That way, the relations won't be affected.

You can get the boundary coordinates from the IBC - International Boundary Commission.
