Depending on how you access the data, CanVec and many of the data sets
used in OSM are provided under the OGL Canada 2.0 licence already. See
for instance:
 http://data.gc.ca/data/en/dataset/ff8f5a03-f52d-42be-906f-7f77d119409a

It's a little odd being able to get to the same data via two different
licences.
