Would it be possible to only import the tundra parts? There are no wood
areas. Or just Ellesmere island? There are just lakes and tundra.

I can see the point here - better to have something than nothing. Still, my
tendency would be to opt for a mapping project like the ones performed on
other areas rather than a mass import. Imported data needs to be treated
with kid gloves as it is easy to end up with faulty information. Wood areas
tend to come in in a very haphazard way, for example.
Put out the call - I know there must be several willing to help out up
there.

BNDT (or NTDB) dataset from Department of Natural Resources Canada?

I use the map data with the Ibycus Topo Canada v4 map for Garmin and they
are very good. I think the data are now proceed from CanVec should be
available for import in OSM.

I would be very happy to have the topography maps from Nunavut but I am
afraid I am not experienced enough to import the data. Because there is
almost nothing so far you cant do too much wrongJ.
