[Talk-ca] mystery "opendata:type" numeric tags popping up in Ontario

In editing data around Toronto, I'm seeing a bunch of entities with
numeric "opendata:type" tags. They seem to have some kind of relation to
the type of feature being mapped, but only a loose one:

  * 109001 → amenity=place_of_worship
  * 107009 → amenity=library
  * 104008 → building=office (though sometimes building=yes)
  * 100002 → building=apartments

There's nothing in the wiki, and they don't correspond to a field in any
import I've seen.
http://taginfo.openstreetmap.org/keys/?key=opendata:type shows that
there are nearly 8,000 of them. Anyone know what these are for, please?
