[Talk-ca] Prince Edward County - Sandbanks.

Hey Greg,

Dealing with complex relations can be a hard task, I've started cleaning up
the area and I'm going to add West Lake after I'm finished.

I will still keep the same geometry for Lake Ontario except add an
additional relation for West Lake.
