[Talk-ca] Let's map missing turn restrictions in Canada

I tried this. Easy to use it isn't. You have to:

1. Find the restriction on mapbox's site;
2. Make the edit on OSM;
3. Mark the change as done on mapbox's site;
4. Discuss any changes on github, which requires a github account
   and takes OSM change discussion away from OSM servers onto
   a third party.

OSM already has the tools to handle this:

1. Drop Map Notes at the contested turn restrictions;
2. Provide a WMS or other iD/josm compatible imagery layer if need be.
