[Talk-ca] MapRoulette challenges

This is a different approach then what Mapbox.

Using the micro-task system with MapRoulette, you only need to focus on
adding *destination* & *destination:ref* tags on exit ramps that have a
confirmed *exit_to* or *name* on the *highway_junction* nodes.

It was easy to follow along after reading "See here
<http://www.openstreetmap.org/user/mvexel/diary/22419> [1] more info" that
talks about why to use the destination tags on the off ramps.
