This is no carte blanche to import any dataset you can get. The import
discussion exists to ensure that an import is done the right way, i.e.
importing good data in a good way. If the users who import a dataset
base on an import disussion/proposal do not care about the quality,
they violate the proposal and therefore the policy because the import
becomes an import which has not been approved.
