If you have a proper look at the whole area around, you will see that
there is a systematic offset between the water "layer" and the forest
layer. The forest layer should be moved about 10 to 30 metres to
northwest. I wonder how such an error can be overseen during the
preparation of this tile.

Maybe the original data was traced from different aerial imagery and
that's why there is an offset which is not constant.
