[Talk-ca] [Import] Local community approval building & addresses in Peel region

If you are asking if we are going to just dump a whole lot of data as is in
a region, the answer is no. Each tile is going to need manual work to
determine what data(adress, building outline, building+adress) and to
verify that the data is accurate
