[Talk-ca] sharrows

Use the left and right feature in ID.  Assuming south is the right and north is the left:

cycleway:right=shared_lane
cycleway:left=lane 

if the street is oneway then add oneway:bicycle=no and cycleway:left=opposite instead of lane
