[Talk-ca] Proposed river cleanup in Canada

Hello folks!

I just completed a 2-month-long project to fix problems and upgrade tags on
rivers and streams in the United States.  I'd like to begin working on
Canada next, and I'm looking for input as to whether the Canadian mapping
community would be on board with this project.

The procedure I've been using (shared with other folks working on this
worldwide) is documented here:
