[Talk-ca] [bot] Proposal to fix issue with duplicated inner polygons in Canada

Hello everyone,
Bonjour à tous,
I am happy to announce that the planned test run was executed successfully!
We were able to fix 748 cases in Southwestern Ontario over the course of 26 minutes (total run time).
Also, during this first run we have encountered cases of duplicated polygons where the geometry is more than doubled (e.g. tripled). Such situations shouldn't be repaired automatically (the intention was to handle "double" polygons, as logged in Osmose, other cases might require manual review), so we have modified the code for now to find and skip such cases.

Based on our analysis, the bot is working correctly, but we encourage you to verify the output as well, as per the Automated Edits code of conduct.
