[Talk-ca] Osmose minor_line question

Hi all,

I've been adding power infrastructure around my area in OSM for several
months now.  Power towers, power poles, power lines, minor lines,
transformers, and so forth.  Looking at Osmose, I noticed that it considers
a minor power line that stops near a house to be an error (though a low
one).  Specifically, I am told that I have Unfinished power minor lines.
I've been trying to clear any issues like that that I see (and especially
those I create), but I have a question about how to end them.  Osmose
recommends *location:transition=yes*, but I disagree.  The end of pole
lines, at least in my area / province, do not transition into underground
lines, they just end.  They represent the last connection to a home on that
line and terminate there (and, I assume, the excess energy is grounded, as
in transmitted into the ground and dispersed safely).

My thinking was that, if I use the *location:transition=yes*, this is
factually incorrect.  I think it would be better to use
*location:transition=grounded* or maybe *minor_line=grounding* or similar.

Thoughts?
