[Talk-ca] Unincorporated Communities in Ontario

What should I label them as? For example, Old Cut 
<https://www.openstreetmap.org/node/1870654215#map=16/42.5864/-80.4001> 
is an unincorporated community, but labelled as a locality, which 
according to the OSM Wiki is a place with no population.
