[Talk-ca] Road speed limits at municipal level

Hey Jonathan,

One open source in GIS format is the Ontario Road Network
https://geohub.lio.gov.on.ca/datasets/mnrf::ontario-road-network-orn-road-net-element

Not sure what's available from local GIS sources, otherwise the source info
could be gleaned from local by-laws which would define the non-default
speed limit. Not the most trivial exercise though...
