[Talk-ca] Open addresses from Statistics Canada

I remember the blood and sweat that went into getting it approved and 
somewhere I have all the emails.

If it is released by the federal government under their open data 
license 2.0 then it is OK to use it.

If you wish to use data direct from a municipality for example Kingston 
which I think has address data available under an open license which 
aligns with the Ontario Open Government license then that is not OK to use.

If Stats has released address data for Kingston under the federal 
government license 2.0 then it is OK to use it.

Really what we need is a documented process to bring in a city for a 
mapper who hasn't done the address type import before.
