[Talk-ca] Open addresses from Statistics Canada

Let me rephrase: I'm not a lawyer, but my understanding is that statcan 
got permission from the respective sources to release this dataset under 
the OGL Canada, which is an approved license. So if you get the data 
from the ODA itself, it's been approved for importing to OSM by the 
legal team.

What is not clear is *how* they got this permission. If it was exclusive 
agreements with each data provider, this says nothing about the upstream 
sources; just like how a company releasing a version of their software 
under the GPL doesn't mean all versions of that software are GPL 
(companies with open-core funding models do this all the time). If, on 
the other hand, it was the case that statcan had a lawyer go through all 
these open licenses and conclude each of them were compatible with the 
OGL Canada, then that would be good information for the legal team to 
know, because it presumably means those licenses are also compatible 
with the ODbL. Until we have some strong evidence that's what happened 
though, I'd stick to assuming the former, and only pulling data from 
statcan.
