[Talk-ca] Flood Mapping in BC

The wiki currently recommends tagging construction that is expected to 
last "at least 6 to 9 months".[0] For shorter-term construction or other 
restrictions (e.g., the road was washed out), conditional restrictions 
are intended for precisely this purpose.[0][1]
