[Talk-ca] Feedback requested on provincial highway shield designs

Thank you all for the valuable feedback! I've made a couple changes, and
they've been approved and merged.

I now have three more provinces out for review:

Prince Edward Island:

Please let me know how they look, especially if you're from these
provinces. Are they recognizable? Are the simplifications too much?
