[Talk-ca] Quebec Power Network wiki page draft

Hello! Bonjour!

I have made a draft wiki page for the Quebec power system [1] and would 
like some feedback on it.

I followed the other existing pages for Alberta and Manitoba for the 
format and content. I want to make sure that it looks okay before I 
publish it.

Would it be more appropriate to translate the page in French beforehand?

If you would please take the time to leave feedback, and make sure it
