[Talk-ca] Proposed changes to road classification and related stuff

Someone pointed out on the wiki draft Kawartha Lakes can't be considered a
key destination despite its population. Also here, there's this points
regarding Owen Sound in the latest posts; it has a low population ("has a
population of a mid-sizes neighbourhood") and I can assume we should be
adopting 50k as the top threshold for a major population centre that should
be connected to the trunk network. Think about what is a consensus for you.

I did again edits to the Ontario draft to reflect those, but it's not the
final version. We'll keep on discussing, but at this place, it's getting
charged. Don't forget we have mappers south of the border who are also
members of this mailing list, and they're watching this conversations and
sharing their thoughts.
