[Talk-ca] Mass retagging for CPKC railroad merger

Would it be wise to also replace the `name` when it contains CP as well, 
eg: CP Sherbrooke Subdivision -> CPKC Sherbrooke Subdivision, and to 
update `reporting_marks` accordingly?
