Quoting from that:

So, "translating" this into OSM tagging, it seems clear (to me) that:

• regional districts get boundary=administrative + admin_level=6,
• municipalities get boundary=administrative + admin_level=8,
• electoral areas get boundary=political (with, for example, admin_centre being Chilliwack for FVRD),
• Treaty First Nations get boundary=aboriginal_lands.

Furthermore, it seems that for each regional district (6), there are incorporated areas which are 8 and unincorporated areas which are not boundary=administrative, but boundary=political.  The latter are the "smaller (mostly rural) areas called electoral areas."

It is entirely possible I'm badly goofing this up, but I don't think so, as what I've said makes perfect sense to me, especially with gov.bc.ca's web page on what Regional Districts are, and my knowledge of boundary tagging in OSM (going back to around 2010-11 or so).  Yes, I'm from the USA, and sensitive to the fact that Canada isn't the USA and First Nations / indigenous peoples sometimes do things quite differently.  However, this is "talk," and so we're "talking," and hopefully listening, and I think there is plenty of space for good consensus to be achieved here.
