[Talk-ca] Street addressing in the rest of the Regional District of Nanaimo

Stats Canada has the data as part of the unemployment survey but I don't
know if it is available.

In Ottawa the City was kind enough to change its open data licence to one
that worked.

It only took two years.  You might like to show the BC folks the impact
including being able to import all the bus stops.
