That's what I did for the City of Ottawa even then it took a couple of 
years to get their license changed.  OSM is decentralised so ask them 
nicely.  You can point to the amount of open data that has been imported 
for Ottawa but you may find their response is we follow the province on 
an open data licence.

For the Labour Force Survey Stats actually has the physical address of 
all homes in Canada except for reservations and a few other places.  Dig 
on the federal government open data site and you might uncover it.

https://open.canada.ca/en/open-government-licence-canada is the version 
2 license which is acceptable, there is a municipal version which the 
City of Ottawa follows.  It only took five years from the time I first 
mentioned it to Treasury board to the time they published the licence so 
this stuff isn't done in a day.  The City of Ottawa was faster, they 
took another two years, in both cases there was an element of lining 
things up and getting support from various people and organisations.

Internally in OSM imports meet resistance.  Many especially those in 
Europe think you should get on your bike and collect the data properly.

There is some street level imagery that is licensed for OSM and I have 
used that before for mapping details such as house numbers.
