Maybe find ways to get in touch with people who have these data. The big
issue will be to find the *right* people :) .

I think it should be an import from data coming from a ministry and
national institute of statictics.
I knew they were an association in Yaounde some years ago mainly
sponsored by a french company who has done lot of work on the ground.
Besides keep in touch with some schools on geomatic in Douala or
Ngaoundere can be useful. Instead of providing data to google maps, they
could provide it to OSM . I will try to suggest it to one professor.
On a personal level I use to contribute sometimes, when it's possible
but I'm just an amateur :)
