floor above the ground floor.  In UK English this would be the first floor
in US English the second floor.  In Canada I've seen it used both ways.

I would put the address on the building but that is a personal opinion.

If you are using JOSM then an example is here:
https://www.openstreetmap.org/#map=19/50.77934/6.07458 go to download then
bounding box and drop in the URL.

Taginfo can be useful.  https://taginfo.openstreetmap.org/keys/room#values
