[OSM-talk-cm] Road network improvements in Cameroon

I'm not local but I have been cleaning up in Cameroon and other African
countries.  The biggest problem I can see in Cameroon is highways marked
source "MINTP CTIN - Référentiel Routier du Cameroun 2014" etc. or
operator=Commune which do not align with Bing and other imagery.  Sometimes
you can guess which highway they are supposed to be sometimes not.

There are some long tracks sometimes connecting settlements marked
forestry.  Fine except they do not follow the guidelines in
https://wiki.openstreetmap.org/wiki/Highway_Tag_Africa where highways that
connect settlements should be unclassified, path etc. anything except
track.  Again a number of these are tagged operator=Commune so it looks
like an import.

There are a few crossing highways without a node but I've cleaned up a few
hundred so they shouldn't be a big problem.
