[Talk-co] first version of my tool ready for testing

Ok,
I have fixed a problem and was able to upload  480 with one manual edit,
there is still a small bug that add in an extra way, will have to fix that
but is good enough.

here is how i used it :

 perl prepareupload.pl 0420.osm
outADM_Municipios/ADM_Municipios_ways_0420.osm > 0420.txt
perl prepareupload.pl 0480.osm
outADM_Municipios/ADM_Municipios_ways_0480.osm > 0480.txt

and then opened the result in josm, validated, fixed some small errors and
uploaded.

make sure you put your name in there so we dont have doubles.

once we have all uploaded, I will make a program to remove the duplicate
ways between the chunks of data.
