[Talk-co] Colombia adminstrative boundaries - reverting some edits (fixing)

Hi 

the idea of was[1] to change boundary por fix_boundary,

boundary = administrative -> fix_boundary = administrative

and add a fixme tag, fixme = Revisar: eliminado por importación directa de nuevos límites

in consecuence the information of limits will remain in OSM, but will not appear or 
rendeder like limit, we take this decision because the new limits on shape files was better.

Now we need to clean and mix the old and new limits
