Here a HowTo for ArcGis:

-with mapviewer 
(http://www.rijkswaterstaat.nl/apps/geoservices/mapviewer2i/) select the 
layers, then "Toon url"
-add interoperability connection in ArcCatalog, result is like wfs1.jpg
-choose "format" WFS
-Add in "dataset" the url from mapviewer
-choose "settings", result screen like wfs2.jpg
-click  "Table list" to select layers
-add in ArcMap with "add data" the WFS service
