[Talk-de] Avoid taging with both natural=water + waterway=riverbank

thing is that these are 2 competing schemes where some people want to transition from riverbank to water=river

Semantically a riverbank is a linear feature and would not be a closed area, but usage numbers still show that the older & current "riverbank for the river area" mapping is much more popular
